I'm looking for my brother who was adopted out to the Margaret and Charles Smith from Delaware County, PA. My brother was born John Sparks in December 1967. Last information was that John and his family may have moved to either California or South Carolina, although I'm not sure which. Birth parents' names are William Sparks and Wanda (Spears) Sparks. John was taken into foster care at the age of 1 year old, and formally adopted at approximately age 7.
