The adoptee,baby Jeffrey would like to find his birth parents. He was born in Lexington county,Lexington, SC on 7/9/85. He was placed in foster care by the Childrens Bureau of South Carolina. He was adopted when he was 16 days old and his name changed to Scott Edward Wheelock. The birth mother, who was attending a technical school, working on her LPN, had the baby at home alone. She was 37 weeks gestation. Baby Jeffrey was brought to the Children's Bureau 17 hours after his birth by the birth mother.She was 22 year, 5'4", 115 lbs, blonde hair, blue eyes, light complexion.Kathy Barbell was the central services unit supervisor who took baby Jeffrey to the hospital for his initial examination. The birth mother planned to return to college and obtain a BS in nursing. The birth father was 22 years old, average in height and weight with dark brown hair and eyes and medium complexion.
