My birth name was Billy Wayne Phelps, I was born on 1-9-67, I think I was born in Williamston, NC, or at least that is were I lived when I was adopted in 1971. I have a sister name Norma Ann Phelps that was born in September 1965. We were adopted together. I do know that my mother's name is Mary Frances Dail Phelps and believe my father's name is Hartwell Jethro Phelps. Our father never claimed us as his. We were adopted from Martin County Social Services, NC in 1971 or 1972. I also have an older sister named Patricia and our mom had another baby about the time we were adopted.
