Genealogy Query - BULMER

I am looking for my brother. My mother put him up for adoption in 1965, In Montreal, Quebec. I believe it was through The Salvation Army.
My mothers name is Nona Higgs now. She would have been Nona/Noni Bulmer then. She said that she was allowed to name him. She called him "Sean". About 10 years ago I received a letter from, I think it was Family Services?? Im pretty sure it was from Quebec. Unfo .
