My mother was born Oct. 11, 1940. Her birth certificate says she was born in Little Rock Arkansas. A child welfare consultant from the Arkansas Department of Public Welfare sent a letter to the adoptive parents and described the birth mother as a 19 year old orphan with dark hair and dary eyes and 5'8" tall.
